The Asian Human Rights Commission (AHRC) has received information that a conceited police officer killed a young man and shot and injured his younger brother, when father was trying to get help from the courts and the judiciary the police officer along with his junior policemen attacked and tortured him with the intention to murder him. This torture resulted in fractures of bones of his legs. After more than one month after the murder of his eldest son, the police has still not started investigations and not even taken the statements of the witnesses. The cases and its investigations have been illegally shifted from one police station to another, where the perpetrator was serving before the murder. It is also alleged that the police officer is running a drug business with some notorious people, including his elder brother and is also involved in selling the bones of the dead people that he collects from grave yards.

CASE NARRATIVE:

Mr. Muhammad Aslam Shakir, resident of Azeem pura, Green town, Shah Faisal town, a carpenter, has recently opened a shop of carpeting in the Azemmpura, where his eldest son was shot dead and the other one was shot and seriously injured by a police officer and his brothers. On January 31, while Shakir, the father of the deceased young man, was going to court, he was attacked and tortured by policemen, who wore civil clothes, and a police officer’s brother, who has escaped the arrest.

Background of the story: A police Assistant Sub Inspector (ASI) at Tariq of Shahrah-e-Faisal police station and his elder brother, a notorious drug dealer, Sher Afgan alias Ghazi, were always asking extortion money from him in order to establish a new business in their area. On December 25, 2012, early in the morning, when Shakir’ youngest son, opened the shop and started setting up the stalls in front of the shop Mr. Ghazi, the alleged drug and human bones dealer, came and started picking up all the items from the stall. Upon this occurrence, they both started a heated conversation. During this time, two brothers of Ghazi, Sub Inspector Tariq Sultan and Khursheed came and started beating Shakir with hammers. He got injuries on his head and body. In the meantime, people from neighbor arrived and the perpetrators ran away. But after some time had passed, the police official, inspector Tariq and his brother Khursheed started firing at the shop with automatic weapons. The bullets hit Shakir’s two sons Muhammad Shiraz Aslam, 26 years of aged, has hit by three bullets, one in the head and two in different parts of the body. This resulted in his instant death. Shakir’s other son, Muhammad Ayaz Aslam, 21 years old,was hit by three bullets and as a result was badly injured.

Shakir tried to lodge a case, but the police was taking its time. Police They finally arrested assistant Sub Inspector, Tariq Sultan and his elder brother, Sher Afgan alliance Ghazi, the drug dealer, however, the third brother, Khursheed escaped from being arrested. Khursheed along with other policemen, friends of ASI Tariq, started threatening the family members of the victim. The case of murder and attempt to murder was filed in Shah Faisal Colony, but the police officers, anxious to protect its officer. have shifted the case to the Shahrah-e-Faisal police station, where ASI Tariq was transferred. But Shakir determined to fight the case and does not want to see the perpetrators being able to escape punishment. 
On January 31, when Shakir was going to court, he was attacked and seriously injured by policemen dressed in civil clothes and henchmen of drug dealers. After this incident, the plice again refused to file a First Information Report (FIR) and no arrest has been made.

SUGGESTED ACTION:

Please write letters to the following authorities calling them to conduct an inquiry in to the killing of a young man and injuring his father and younger brother by a police officer, his brothers and police fellows. Please also urge them to prosecute all the police officials involved in the killing and attempted murder of the victims and for illegal drug dealing. The victims must be paid compensation.

I am writing to voice my deep concern regarding the killing of a young man and armed attack on his father and younger brother by a police officer along with policemen dressed in civil clothes for not paying them the extortion money.

I am appalled to know that the said police officer, Assistant Sub Inspector of Police (ASI) Tariq Sultan and his brothers are running a drug dealing business in Green Town, Shah Faisal Colony, Karachi. He and his brothers are also running a business of selling ts and bones. He and his brothers are so powerful that they have shifted the investigation of the case from Shah Faisal Colony police station to Sharah-eFaisal police station as ASI was stationed in the former. This way, they were able to influence the investigations in their favour.
