INDONESIA: Effectiveness of the Universal Periodic Review (UPR) in mainstreaming human rights in Indonesia

The Asian Human Rights Commission wishes to inform you about the publication of a paper analysing the Indonesian Universal Periodic Review (UPR) first cycle session in 2008 and second cycle session in 2012. This paper is published to prepare for the third cycle of the Indonesian UPR in 2017. It will help to asses and monitor the extent of progress of the Indonesian UPR third cycle as well as to what extent the UPR itself contributes to the protection and fulfilment of human rights in Indonesia.

In order to support the analysis of the UPR, this paper develops indicators that can be used to assess the real contribution of the UPR to the development and protection of human rights in Indonesia. The indicators focus on several documents from the first and second cycle of the UPR processes of Indonesia, for instance the compilation of UN information, the summary of stakeholder information and the outcome of the review. Additionally, this paper analyses the achievement of the follow-up of the first cycle at the national level.

This paper argues that the UPR processes bring a positive impact to the promotion of human rights, but the UPR has not yet had a significant contribution to the protection of human rights in Indonesia, because major human rights violations remain unaddressed. The paper can be read here.
