ประเทศไทย: นักปกป้องสิทธิมนุษยชนและสมาชิกชุมชนนาหนองบง จังหวัดเลย กำลังเผชิญภัยคุกคามต่อชีวิต

เพื่อนที่รักในความเป็นธรรม คณะกรรมาธิการสิทธิมนุษยชนแห่งเอเชียรับทราบว่านักปกป้องสิทธิมนุษยชนกลุ่มฅนรักษ์บ้านเกิด ซึ่งทำหน้าที่ในการปกป้องชุมชนของตนเองจากผลกระทบในการทำเหมืองแร่ในจังหวัดเลย กำลังเผชิญภัยคุกคามต่อชีวิต รายละเอียด: สืบเนื่องจากจดหมายอุทธรณ์ฉุกเฉินฉบับที่ AHRC-UAC-073-2014 ซึ่งกล่าวถึงเหตุการณ์ในคืนวันที่ 15 พฤษภาคม 2557 มีชายฉกรรจ์ประมาณ 100 คนสวมชุดสีดำบุกรุกเข้ามาในพื้นที่ชุมชนนาหนองบง จังหวัดเลย โดยเข้าทำร้ายและจับสมาชิกชุมชนกว่า 30 คนเป็นตัวประกันรวมถึงผู้นำชุมชนสองคนที่ต่อสู้คัดค้านการทำเหมือง สมาชิกชุมชนที่ถูกจับเป็นตัวประกันโดนจับกดหน้าลงกับพื้นและมัดมือและขา กำแพงใจซึ่งเป็นกำแพงที่ชุมชนสร้างขึ้นมิให้รถบรรทุกสารเคมีผ่านเข้าออกเหมืองถูกทำลายลงเพื่อขนแร่ออกมา สมาชิกที่ถูกจับเป็นตัวประกันถูกปล่อยตัวราว 4.00 น. โดยรายงานว่าถูกทำร้ายและข่มขู่ด้วยอาวุธปืนในขณะที่ถูกมัดมือและขา ในขณะเกิดเหตุ ชุมชนได้ติดต่อไปยังเจ้าหน้าที่ตำรวจซึ่งมีเพียงตำรวจบ้านสองนายได้เข้ามาดูสถานการณ์และกลับออกไปเมื่อพบชายฉกรรจ์ติดอาวุธจำนวนมาก จนถึงปัจจุบันยังไม่ทราบว่าผู้บุกรุกกลุ่มดังกล่าวเป็นใครและไม่มีความพยายามจากเจ้าหน้าที่ภาครัฐในการจับคนผิดมารับโทษ สองสัปดาห์ที่ผ่านมา ชุมชนรอบเหมืองทองคำในจังหวัดเลยถูกบุกรุก โดยมีนักปกป้องสิทธิมนุษยชนและสมาชิกชุมชนถูกทุบตีและจับกุมตัวโดยชายฉกรรจ์ที่ปิดคลุมใบหน้า และพบว่ามีการขนแร่ออกจากเหมืองไป คณะกรรมาธิการสิทธิมนุษยชนแห่งเอเชียรับทราบจากแหล่งข้อมูลที่เชื่อถือได้ว่า บริษัทได้วางแผนที่จะขนแร่ออกจากเหมืองอีกครั้งในช่วงที่มีการบังคับใช้กฏอัยการศึกและการตั้งข้อกล่าวหาจากการฝ่าฝืนกฏดังกล่าวโดยคณะรัฐประหาร เป็นผลให้ชุมชนกำลังตกอยู่ในอันตรายอย่างร้ายแรงจากการถูกทำร้าย คณะกรรมาธิการสิทธิมนุษยชนแห่งเอเชียยังได้รับทราบว่า ทนายความซึ่งทำงานกับชุมชนถูกติดตามในขณะขับรถไปยังศาลเพื่อยื่นเอกสารขอความคุ้มครองชั่วคราวมิให้บริษัทดำเนินกิจการ รวมถึงการขนแร่ทองแดงออกจากเหมือง ทั้งสองประการถือเป็นการคุกคามอย่างชัดเจนต่อนักต่อสู้เพื่อสิทธิมนุษยชน คณะกรรมาธิการสิทธิมนุษยชนแห่งเอเชียรับทราบเพิ่มเติมว่า มีการจ้างมือปืนเพื่อสังหารผู้นำชุมชนแปดคน โดยบ่ายวันที่ 30 พฤษภาคม 2557 แหล่งข่าวที่น่าเชื่อถือได้แจ้งสมาชิกชุมชนว่ามีการจ้างทีมมือปืนราว 30 คนเพื่อมุ่งเป้าสังหารผู้นำชุมชนทั้งแปดโดยตั้งค่าหัวเป็นจำนวนเงิน 300,000 บาทและให้บรรลุผลภายในหนึ่งสัปดาห์ ในเย็นวันเดียวกัน พบกลุ่มชายฉกรรจ์ราว 5-6 คนยืนอยู่หลังแนวต้นยางพาราตรงข้ามบ้านนายสุรพันธ์ รุจิไชยวัฒน์ หนึ่งในผู้นำชุมชน ถัดมาในวันที่ 31 […]
