ASIAN HUMAN RIGHTS COMMISSION - URGENT APPEALS PROGRAMME

Urgent Appeal Case: UP-25-2004-01
ISSUES: Violence against women,

Dear friends,

The Asian Human Rights Commission (AHRC) has received information that Gulshan Ali, one of the two perpetrators who killed Ms. Hazooran, was arrested by the Drakhan investigative police team in his village of Drakhan on 30 May 2004. Gulshan Ali killed his wife Hazooran with his brother Dilawar, who has yet to be arrested, on the pretext of honor killing on 14 April 2004. AHRC has previously issued Urgent Appeal regarding this case. (To see case details, please go to: http://www.ahrchk.net/ua/mainfile.php/2004/660/)

After his arrest, Gulshan Ali has been detained in the judicial lock-up at the Shikarpur District Jail. His case has been sent to the court and the judiciary is now handling it. Our partner organization in Pakistan remarked, ” It seems that the police are realizing their responsibility due to the outside pressure.” We want to thank you for your support in this case.

However, AHRC is concerned that it might take several years to obtain a decision regarding the case from the court. In Pakistan, in most honor killing cases, the victims’ families do not pursue the cases in court due to the high cost and long delay of getting justice. Instead, the victim’s family goes though the traditional justice system (Jirga-tribal court), where the cases are mostly settled within a few days. AHRC has already raised its concern that the Pakistan’s judicial system has failed to provide speedy justice to the victims. We will keep sending you updated information about the development of this case in the court.

Again, we appreciate your solidarity for this case.

Thank you.
