FORWARDED APPEAL (Indonesia/Aceh): the abduction and disappearance of a child 

Dear friends,

The Asian Human Rights Commission (AHRC) is forwarding an urgent appeal issued by the Acheh Papua Maluku Human Rights Online, with regard to 
the torture and disappearance of a 11-year-old boy by the Indonesian military troops (TNI). The boy was arrested and tortured twice on 23 and 24 May 2005. He has been missing since 26 May 2005 after being seen to be transferred to SGI post at Alue Nireh.

It is alleged that on 28 May 2005, the Head of Peureulak Timur Subdistrict backed up by units from Battalion 511 Kostrad gathered villagers and demanded they must testify that the boy is a “GAM helper” otherwise they would be prosecuted.

I am gravely concerned about the abduction and disappearance of a child, Ridwan A Rahman, age 11.
 
On 23 May 2005 Ridwan A. Rahman, 11,  pupil of MIN Alue Lhok, Peureulak Timur, East Acheh was taken away by Yonif 200 Raiders  and tortured. He was released at 18:00 the same day. The next day, 24 May 2005 at 7:00, TNI Marines Battalion 08 posted at Gp Seuneubok Teupien then arrested and tortured the boy again. On 26 May 2005 at 17:00, the mother of the boy came to the TNI Marines post. The TNI declared the boy was missing. However on the same day  at 19:30, the boy was seen being transferred to SGI post at Alue Nireh.
 
On 28 May 2005  at 13:00, the Head of Peureulak Timur Subdistrict, Capt. Dafri Warman backed up by units from Battalion 511 Kostrad gathered villagers in the boy’s village. He demanded that villagers must testify, whenever it becomes necessary, that the boy is “Tukang Bantu GAM” (a GAM helper). He warned, if any of the villagers defies this order they would be prosecuted.
 
The boy has not  been seen at the post nor has he returned to his family.
 
I  ask that you urge the Indonesian authorities 
–          to immediately establish and make public the whereabouts of  Ridwan A Rahman  and 
–          to provide guarantees for his safety;
–          to return him immediately to his family
–          to  arrest and prosecute those responsible for Ridwan’s abduction and torture.
–          to end the intimidation of civilians by Indonesian security forces.
–          To immediately ratify a ceasefire with GAM
