NEPAL: Ensure Security of Human Rights Defenders 

Data of Informal Sector Service Centre (INSEC) shows that 64 human rights defenders were at risk from state and non-state actors during the period of 16 July to 16 October. It was found that rights of the human rights defenders was violated by the CPN-M and its fraternal organizations, other political parties and various armed groups. Taking advantage of the existing trend of impunity of the country, rights of the 64 human rights defenders vioalted in 34 incidents during the period.

Of the nine teachers victimized in eight incidents, one teacher was murdered by unidentified group. Similarly, three teachers were beaten during the period, while four teachers were given life threaten. One teacher was disappeared during the period. 41 journalists were also victimized in 16 incidents during the period. Of the total victimized journalists, 12 journalists were beaten and seven received life threats. Similarly, 16 journalists were arrested and four journalists were misbehaved. One journalist abducted and another disappeared during the period. Four legal practitioners were also victimized in four incidents. Of the four victims, life threaten were given to two while one was abducted and another person was deprived from his right to continue profession. Health workers were also not speared during the period. One health worker was beaten and another was abducted during the period.

CPN-M, Police, Government Official, general people, unidentified group and judicial authorities were mainly found to be involved into violations of rights of the human rights defenders during the period. Human rights defenders suffered from murder, abduction, beatings, intimidations, life threats, disappearances and violation of right to continue their profession during the period. On the other hand, the state barred human rights defenders from organizing peaceful demonestration and forcefully arrested them.

In this context, INSEC demands to end the existing state of imunity and establish rule of law and, to create conducive environment for  all professionals to work freely in the society and to promulgate and implement law to ensure rights of the human rights defenders in line with the UN declaration for the protection of rights of the human rights defenders.
